De La Rosa_99_6Kyle, TX – Kyle’s new Director of Planning brings 27 years of municipal government experience to the City of Kyle’s planning department. Manuel (Manny) De La Rosa has not only served as planning director, but also as judge, fire chief, economic development director, assistant city manager, and city manager. This diversity of experience will be a great asset as De La Rosa leads the planning department of one of the fastest growing cities in Texas.

“This is a great City to be working for and I look forward to meeting and providing customer service to our citizens and the development community,” said De La Rosa

De La Rosa has a Bachelor of Arts degree in Political Science from the University of St. Thomas in Houston, Texas, and is also a Certified Public Manager.

“I’m really excited about having someone with the experience in all aspects of city management that Manny brings to the City,” said Kyle City Manager Lanny Lambert. “The key to our city’s success hinges largely on our planning department’s ability to guide development in accordance with the comprehensive plan and city ordinances. This process involves a great deal of public interaction and involvement and I’m confident that Manny will be up to the task.”

As Director of Planning, De La Rosa is responsible for administration of the City Zoning Ordinance, Subdivision Ordinance, and other land development ordinances. He also will have regular interaction with developers and the public and is also responsible for updating and implementing the City Comprehensive Plan and providing staff support to the City’s Planning Commission.
